Alberto Beltrame - Minister of Social Development

Mr. Alberto Beltrame, Minister of Social Development of Brazil, is a pediatrician as well as a hospital administrator and has a master’s degree in management of health systems.

He was Executive Secretary (Deputy Minister) of the Ministry of Social Development of Brazil (MDS) from May 2016 to April 2018. Prior to that, he was National Secretary of Healthcare at the Ministry of Health for two tenures (from 2008 to 2011 and from 2015 to 2016). 

Still at the Ministry of Health, from 1999 to 2003, he directed the Department of High Complexity Systems and the National Transplant System and coordinated the Health Services Commission of Mercosur. 

In the area of social assistance and labour, he was chairman of the Foundation for Labour and Social Action of the State of Rio Grande do Sul in the early 1990s, by the time the Organic Law of Social Assistance (LOAS) was sanctioned.

He was also regional superintendent of the extinguished National Institute of Medical Assistance of the Social Security (INAMPS) in the state of Rio Grande do Sul (1986 to 1990) and director of Medical Assistance at the Social Security Institute in the same state for two tenures (from 1990 to 1991 and in 1994). Between the years 1994 and 1996, he was chief executive officer of the Foundation of Labour and Social Action. From 1996 to 1997, he was Director of Labour at the Department of Labour, Citizenship and Social Assistance, also in the state of Rio Grande do Sul.

In the area of hospital management, he was superintendent of philanthropic institutions such as the Institute of Cardiology of Rio Grande do Sul. Currently he presides over the Board of Directors of “Conceição” Group (a hospital network) in Porto Alegre and is a member of the Board of Directors of the Brazilian Company of Hemoderivatives and Biotechnology – Hemobrás.
